# The Problem

Why physical claims require an assurance layer before digital use.

Physical industries produce valuable operational data, but a digital record is not automatically reliable merely because it exists.

The central risk is the **physical-to-digital trust gap**: the distance between what happened in the real world and what an information system later claims happened.

## Where the gap appears

## The PoWV position

PoWV treats verification as a problem of **evidence quality**, not merely data transmission.

A trustworthy claim should be attributable to an authorized context, resistant to unnoticed modification, distinguishable from repeated or conflicting claims, and reviewable by an independent authorized party.

## Why tokenization is not enough

A token, certificate, receipt, or database entry can represent an asset. None of them proves by itself that the corresponding physical event occurred as described.

PoWV therefore focuses on the assurance layer that must exist **before** evidence is used for audit, compliance, financing, insurance, reporting, or digital settlement.
